POTUS EXECUTIVE ORDER ON COORDINATING NATIONAL RESILIENCE TO ELECTROMAGNETIC PULSES – 3/26/19

For brevity, this is an edited version of this executive order that directs affected Federal Department Secretaries to take certain actions by definitive dates.
EMPS have the potential to disrupt, downgrade, and damage technology & critical infrastructure systems. They can affect large geographic areas & disrupt elements to the nation's security and economic prosperity. The Federal Government must create approaches to improving our nation's resilience to Electromagnetic Pulses.
The Assistant to the President for National Security, National Security Council, and Office of Science & Technology SHALL assess, prioritize, & manage the risks of Electromagnetic Pulses
Above named entities SHALL annually assess and review the Research and Development needs of affected agencies.
Secretaries of Defense, Homeland Security, Energy, Interior, Commerce, and Director of National Intelligence SHALL:
- Within 90 days of this order (3/26/19) assess and prioritize risks of EMPS.
- Within ONE YEAR – List National Vulnerabilities.
- Within 180 days (six months) develop a plan of action across all sectors of gov't.
- 4. Within ONE Year & every two years thereafter – agencies shall submit to POTUS a report that analyzes technical availability to improve resilience to critical infrastructure.
Orders To Specific Secretaries of Pertinent Federal Departments -
Secretary of Energy–Within 1 yr. assess, and update quantitative standards for EMPS.
Secretary of Homeland Security-Within 6 months SHALL develop a plan to mitigate effects of EMPS on critical infrastructures. NOTE: Conduct Pilot Test within 6 mos after plan. In addition, provide an assessment to Deputy Assistant to POTUS for Homeland Security and COUNTERTERRORISM.
